Minutes of the BLCP Power Station Tripartite Committee Meeting No. 89-4/2567, held on Friday, December 20, 2567, as an online meeting. Mr. Wira Mawijak, Chairman, informed the meeting of concerns regarding accidents in the Map Ta Phut Industrial Estate and emphasized adherence to emergency plans. He also mentioned Thailand's transition into an aging society. The meeting resolved to approve the minutes of Meeting No. 87-2/2567 dated July 5, 2567.
Under the operational report agenda, BLCP Power Station presented the progress of its Corporate Social Responsibility (CSR) activities from June-August 2567, including participation in World Environment Day and World Oceans Day to support carbon neutrality goals and achieve net-zero greenhouse gas emissions. Additionally, the company implemented the 'Leaf Fertilizer for the World' project, built crab condominiums, released aquatic species, and planted trees, as well as providing scholarships for the 23rd consecutive year and supporting 42 community development activities. The company also received the National Outstanding Model Establishment Award for Safety (Gold Level) for 2567 and the Environmental and Safety Governance Award for 2566.
Regarding operations, BLCP Power Station and the Coal Terminal reported operational results for June-August 2567, with a total of 862,173 tons of coal unloaded from Hunter Valley, which had an average sulfur content of 0.42% and a maximum of 0.49%. This is within the EIA standards of not exceeding 0.45% (annual average) and 0.70% (maximum per shipment). Generating Units 1 and 2 produced a net electricity total of 1,483,678 MWh and 1,485,034 MWh, respectively, and exported 156,970.49 tons of fly ash and 14,181.96 tons of bottom ash.
Environmental monitoring results showed that sulfur dioxide and nitrogen dioxide emissions from the stacks of both generating units were within the prescribed EIA standards. However, particulate matter levels exceeded standards on June 20, 2567, and August 5, 2567, for Generating Unit 2, due to a malfunction in the dust collection equipment and adjustments to the production process, which were immediately rectified. Water quality discharged from the cooling canal and overall seawater quality were within standards, as were noise levels and general ambient air quality in the Map Ta Phut area.
The working group for monitoring compliance with environmental impact mitigation measures conducted an inspection on July 15, 2567, and found no significant issues within the project area. BLCP Power Station and the Coal Terminal fully complied with measures related to air quality, noise, surface water quality, waste management, ecosystem and seawater quality, transportation, and aesthetics. The report on compliance with environmental impact prevention and mitigation measures for January-June 2567 has been submitted and uploaded to the Smart EIA Plus system.
