The 86-1/2567 Tripartite Committee Meeting of BLCP Power Station was held on Wednesday, April 3, 2024, with Mr. Wira Mawijak as Chairman. The meeting resolved to approve the minutes of the 84-2/2566 meeting dated October 17, 2023, and acknowledged follow-up matters regarding sediment inspection, PM2.5 dust measurement results, and a summary of the power plant and coal handling port operations.
BLCP Power Station reported on the progress of its Corporate Social Responsibility (CSR) activities. In the environmental dimension, the 2023 Leaf Compost Project reduced leaf waste by 129.66 tons, exceeding its target by 108.05%, with a 2024 target set at 240 tons. In the social dimension, the power plant signed a “Long Term Package Agreement” and achieved 12 million man-hours without a Lost Time Injury (LTI), while also being certified with ISO 45001:2018. Additionally, it organized the "Young Entrepreneurs & Creative Marketing Workshop" and, in collaboration with Kasetsart University, held the “BLCP Report Out KU Leadership Development Program 2023”.
In the governance dimension, BLCP Power Station received certificates for “Carbon Footprint Certification” for 2023, covering organizational, product, and carbon footprint reduction categories. It also announced the scheduled maintenance shutdowns for Unit 1 (January 1-18, 2024) and Unit 2 (December 20-31, 2023). The power plant also remitted over 60 million baht in value-added tax and withholding tax, and contributed 79 million baht to the Electricity Development Fund during September-November 2023. Additionally, it continuously carried out social and community activities such as fertilizer making demonstrations, releasing aquatic species, and supporting Kathin merit-making ceremonies at 12 temples.
Environmental quality monitoring results for October-November 2023 showed that the concentrations of air pollutants discharged from the stacks of both power plant units, such as particulate matter, sulfur dioxide, and nitrogen dioxide, complied with EIA requirements and Ministry of Industry standards. Furthermore, the quality of water discharged from the cooling water discharge canal and effluent from the wastewater treatment system also met the prescribed standards, with no mercury, cadmium, or chlorine detected.
Ambient air quality monitoring at 6 stations and general noise levels around the power plant and Wat Takuan in October 2023 all complied with the prescribed standards. The maximum seawater temperature of 31.3 °C at ST-6 remained within the requirement of not exceeding a 2°C change from natural conditions. Seawater quality and marine ecology monitoring at 3 stations around Map Ta Phut Bay also met standards, indicating that the water sources remain suitable for aquatic life.
The working group monitoring compliance with environmental impact mitigation measures conducted an inspection on November 27, 2023, and found no additional recommendations. It concluded that BLCP Power Station and the coal handling port project have fully complied with all measures, including air quality, noise levels, surface water quality, waste management, ecosystem and seawater quality, water and land transportation, and landscape maintenance.
