The Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures of the BLCP Power Plant and Coal Terminal Project held its 4/2560 meeting on July 13, 2017, at Uthai Meeting Room, Map Ta Phut Industrial Estate Office, with Mr. Atchapon Thongsom acting as Chairman. The meeting acknowledged the commencement of RTG port services and approved the minutes of the 3/2560 meeting.
Mr. Chatchawan Kongduang from BLCP Power Station presented details of coal temperature measurements at the coal yard using a Thermo scan camera. These measurements are conducted daily during both dry and rainy seasons, and the data is sent to government agencies. The accompanying image shows examples of coal temperature measurement results. Additionally, methods for preventing jellyfish from entering the cooling water intake canal were presented. The project has received cooperation from local fishing groups in netting or scooping jellyfish, and the rotation speed of the debris screen will be adjusted to prevent jellyfish accumulation. This is expected to commence in September 2017.
Mr. Nopparat Wong-anurakchai from UAE presented the results of PM2.5 measurements conducted in October 2013 at 7 stations (2 stations within the project area and 5 stations outside the project area) for a duration of 7 days. The measurement results showed that all particulate matter values were within the standard criteria as per the Notification of the National Environment Board No. 36 (2010), which sets a 24-hour average standard not exceeding 0.05 milligrams per cubic meter and a 1-year average standard not exceeding 0.025 milligrams per cubic meter.
Dr. Jirawan Champaneel, Environmental Manager, presented the results of the project's environmental quality monitoring for May to June 2017. During this period, 3 coal shipments were received, with sulfur content ranging from 0.44-0.47%, which complies with the EIA report requirements. Average raw water consumption was 2,054.85 m³/day, and average wastewater entering the treatment system was 2,362.50 m³/day. The quality of treated wastewater met all standards. The volume of waste and refuse transported out of the power plant area included hazardous waste of 2.32 and 3.24 tons, and non-hazardous waste of 22.31 and 521.79 tons. Additionally, the volume of ash transported from the power plant in May and June 2017 included a total of 10,496.44 tons of bottom ash and 85,481.02 tons of fly ash.
The results of air quality monitoring from the stacks of Unit 1 and 2 during May to June 2017 showed that SO2 levels were high at times but did not exceed the standard values due to FGD bypass and FGD system cleaning. NOx levels were within general air quality standards. The results of ambient air quality monitoring by all 4 AQMS stations and water quality discharged from the cooling water discharge canal of Unit 1 and 2 showed that all indices met the specified standards.
The meeting discussed scheduling the next meeting in September 2017 and proposed a site inspection of the project area between September 1-9, 2017, due to the annual maintenance shutdown schedule. The 4 AQMS stations will also be visited in November 2017.
