The 72-3/2019 Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Supervision Committee for the BLCP Power Company Limited Coal Handling Port Project was held on Friday, October 4, 2019, at Meeting Room 101, BLCP Power Company Limited. Mr. Vitoon Yuhtim, Deputy Governor (Operations Line 3) of the Industrial Estate Authority of Thailand (IEAT), chaired the meeting. The meeting acknowledged the public relations for the Map Ta Phut Industrial Port Phase 3 Project and the signing of the joint venture agreement between IEAT and Gulf MTP LNG Terminal, as well as the approval of the minutes from the 71-2/2019 meeting.
The results of monitoring the opacity of particulate matter during coal handling at the project's pier were presented. Measurements taken at 6 stations showed all values were below 0.1%, which complies with the stipulated standard of not exceeding 5%. Additionally, the results of seawater quality analysis for a simulated coal spill incident were presented. Seawater samples were collected 3 times (baseline, 15 days, 30 days) and analyzed for various parameters such as pH, suspended solids, and heavy metals. The measurements from all 3 instances were found to comply with the Type 5 seawater quality standards for industrial and port use.
BLCP Power Station announced its annual machinery maintenance schedule for 2019. Unit 1 will undergo maintenance from November 3-25, 2019, and Unit 2 from December 1-23, 2019. Approximately 1,000 contractors are expected, and it was confirmed that no significant noise disturbance would occur. Furthermore, the environmental impact monitoring results for BLCP Power Station's Unit 1 and 2 in July 2019, including general noise levels, quality of water discharged from the cooling water canal, seawater temperature, and marine ecology in Map Ta Phut Bay, all complied with the stipulated standards.
In terms of operations, BLCP Power Station reported the berthing of coal carriers between June and August 2019, totaling 1,000,815 tons. The average sulfur content was 0.44%, which complies with EIA requirements of an annual average below 0.45% and a maximum per shipment not exceeding 0.70%. During the same period, Unit 1 generated a net electricity of 1,483,021 MWh and consumed 560,348 tons of coal, while Unit 2 generated a net electricity of 1,483,159 MWh and consumed 552,956 tons of coal. 145,841.70 tons of fly ash and 14,797.70 tons of bottom ash were exported, and hazardous and non-hazardous waste was managed in accordance with regulations.
The results of monitoring air quality discharged from the power plant stacks and ambient air quality in the general Map Ta Phut area between June and August 2019, including sulfur dioxide, nitrogen dioxide, total particulate opacity, and particulate matter less than 10 microns, all complied with the stipulated standards. The project also fully complied with various environmental impact mitigation measures and continuously carried out Corporate Social Responsibility (CSR) activities. These include opening the power plant for visits, returning over 926 million baht in taxes to local communities, organizing community development activities, and supporting various scholarships.
