The meeting of the Supervisory Committee for the Environmental Impact Prevention, Mitigation, and Monitoring Plan of the BLCP Power Company Limited Coal Terminal Project No. 62-1/2017 was held on Friday, March 17, 2017, from 2:00 PM to 4:30 PM at Meeting Room 204, Map Ta Phut Industrial Port Office, Rayong Province. Mr. Witool Yootim, Deputy Governor (Operations Line 3) of the Industrial Estate Authority of Thailand, presided over the meeting, with representatives from government agencies, communities, and BLCP Power Company Limited in attendance.
The meeting acknowledged the environmental impact monitoring results for BLCP Power Plant Units 1 and 2 and the Coal Terminal Project in January 2017, which covered noise levels, quality of water discharged from the cooling water canal, seawater temperature, seawater quality, and marine ecology. Most measurement results remained within all specified standards. However, the maximum noise level at the power plant area was found to be 63.9-90.1 dBA, and the maximum seawater temperature was 28.6°C at ST-7, differing from reference points by +1.0°C and +0.5°C, which is still within standard criteria. Additionally, the Takuan monitoring station detected PM-10 levels exceeding the standard in February 2017, which was explained as a result of seasonal climate changes.
In terms of operations, BLCP Power Plant reported a total of 951,318 tons of coal berthed from December 2016 to February 2017, with an average sulfur content of 0.38%, which is lower than the EIA requirement of 0.45%. The total exported fly ash and bottom ash amounted to 133,053.77 tons and 16,927.31 tons, respectively. Furthermore, the power plant fully implemented various environmental impact mitigation measures, such as installing water spray nozzles, covering with tarpaulins, machinery maintenance, and controlling wastewater temperature.
BLCP Power Company Limited also summarized its Corporate Social Responsibility (CSR) operations. A total of 3,739 visitors toured the power plant from January to March 2017. The company remitted over 5,715 million Baht in Value Added Tax and 790 million Baht in withholding tax back to the local community, respectively. Additionally, continuous social and environmental development activities were carried out, such as the Sufficiency Economy Organic Farming Project, Children's Day activities, the opening ceremony of the Pracharath Marine Resources and Ecosystem Restoration Project, and the Community Mobile Medical Unit, which served a total of 130 people.
The meeting acknowledged all information and provided additional recommendations, such as updating project photographs and presenting water usage diagrams and wastewater treatment systems at the next meeting. The next meeting of the Supervisory Committee is scheduled for June 2017; the exact date and time will be announced later. The meeting concluded at 4:30 PM.
